I did not see any single dialogue where anybody attempts you to punish for having stock of bonemeal and I have talked with all the guards I met with no problems.

My character is already over 40th level. I do not think any guards will be a problem. At least my character was able to kill all the Guynmart guards without even getting a scratch. Though they are still a bit hard to hit.

Ah, but the punishment might very well be you get captured, tried and convicted to a year in prison (all of which passes in just a text message) and when you get out, you have lost several XP levels due to atrophy! :twisted:
