It appears a bug that the bandage cannot be sold at any shop despite the price being mentioned.
While I can use it but still bringing this case to everyone's attention.

But no, it's no bug. Quest items can never be sold. Some can be used, like this one.
By this we protect the player to not lose items and never be able to complete a quest.
Have the bandage as souvenir, or use it..

I went for a different outcome this time. 
The price tag could be removed while still keeping it blocked as a quest related item. It's a non-issue but for the sake of perfecting the game, I chose to let people know.
