How about just a statement such as: "5 unstarted quests still available." on the main quest page? That would let people know they had either missed or not yet reached x quests, but they would still have to find them for themselves, or come to the forum for help. After all, we do have a list of the quests, including where they are started.
We could even add "If you really can't find them, please visit the forum (link)"

Another good idea. Perhaps it would be hard to determine. (some quests may not be started if you decided some way earlier. You may not get a quest from Vacor if you killed him :D )

If we have to "hold their hand", I like this approach as its only "holding a finger". :D
