I need to know which experience level is needed to level up to increased fortitude level 2. It says experience level 35 however I am level 45. Does this mean HP level
35? I have only added HP once or twice but have 115 HP currently. Any help will be appreciated. Thanks for a great game.

you only get a skill level-up every 4th level, so you should be able to get increased fortitude 2 when you reach level 48.

True, I just tried this - got/saved a point at level 4, then increased fortitude at level 5. So maybe it's looking at how many level-ups since the update if a point was saved?
