The new quest can be done independant if you had started the quest with Tinlyn or even have killed the sheep.
Although it wouldn't be bad if someone tests it, if it really works

Could you maybe send me an image of the rocks and trees you want to have removed? I don't quite know what you mean.
Please find attached a photo with green highlights: arrows pointing where Andor's brother be given access to walk, and circles around rocks / obstacles no longer required.
Even if these changes are not made, it does not matter.
