Every monster could be fought in principle. If there are no stats defined in the monster definition, then the default values are used (which are very low level)
If a monster has a phraseID, then you can't fight it, because it just talks to you. Only if in the dialogue it is an explicit "F", then the fight start.

Again, it's all about whether or not the monster/NPC was designed to fight you. If It has a dialogue. It will not attack you by default. But during the course of that dialogue, it could be designed to attack you.
