I talked to everyone in Solngard, and every guild member, yet the 'Wanted Man' quest has not started. How do I start ?

We never said the quest would be started in Sullengard nor at the thieves guild

Is the broken bridge over the Sutdover River crossable, somehow, or is that reserved for a future release?

Note that I'm still using the beta, because I have a level-45 character there and don't want to rebuild it from scratch in the production release.
