You have to join the thieves. But you can work under cover against them.

In many quests you have choices what you do. If you don't want to help the thieves you will notice. Just choose the choice you like best.

They will not be destroyed though
the problem is that to join the thieves I need to break the law, like I couldn't find a way to join the thieves without doing something wrong

I didn't do it, because in the game I play I didn't join the robber gang, it was a long time ago I joined, I didn't know I could betray them
