Im not sure if this is a bug...
But im lv 27 and I have only 6 total skill points.
I remember adding it to Increased Fortitude... But ive got no point showing any more.
For now it looks like my skill points are divided as follows:
Merchant (1)
Treasure Hunter (1)
Magic Finder (4)

Seems like your memory is wrong.
