why doesn't the quick learner skill apply to quests?

why doesn't the quick learner skill apply to quests?
is it a bad thing or is it possible to have quick learner a little more useful and apply the bonus to quests too?

What is there to learn multiple times after each level in a quest with a fixed outcome?
You can have different choices but there is nothing to justify different XP points for same outcome.
Yes a bad thing IMO
Better to boost the skill's base percentage which is very low.

why not change it though..? heck you arent even changing it, it just a small addition that improves the skill... and its just not gonna happen because you dont feel like it at the moment?

Changing a skill is generally not a good idea. It is usually not possible to retroactively apply the change for those that have already taken the skill.
