Bottls of cold Mountain Water

After the quest that needs it is completed, you can still

fill bottles with cold mountain water at the pool down BWM cave and

get quest items. I Know, that's how the engine works, but that doesn't really make sense, especially since there is a very similar monster drop, you can consume. Would it be much work to change that behavior after the quest so that you get

consumable mountain water? Perhaps with a 20% chance of a negative freezing condition. since it's cold
