If so, then you haven't explore the new area which you will climb a new mountain via ladder to visit a new cave via looting improvised rope.

Is the cave to the south where the mushroom people are?

If that cave you are talking about is inside of the new mountain, then no. The south of it is where you will continue your new quest

namely Climbing up is forbidden

to fetch a new item

namely "Cold Bottle of Mountain Water" or "Cold Jar of Mountain Water"

. But, chronologically, you have to go west of it first as the first step or dialogue of your new quest.

Else, if that's not the case, then
No. I was referring to the new "mountain" nearby (not far) east of Prim Settlement in the north of the blackwater_mountain14 (before you climb to the BWM Settlement via rock-like structured staircase).
