There are no plans to make it a quest item. Maybe that will change, but since you can always get another, why worry about it.

It's a good source of gold, but it needs an option for giving more than 10 meat to get multiple purses and without all the long conversation every time. I had more than a thousand meat and was clicking like crazy, hahahahaha.
