How to obtain more skill points

This is probably a simple question, but I couldn't find a clear answer when searching for it. How can I obtain more skill points? I was at level 34, installed 0.6.10, and got 8 skill points to use (which are great, BTW). I then leveled-up to 35 but don't have any additional skill points to use. Is it every few levels, or is it something else entirely?

U get 1 skill point every 4 levels... 4,8,12,16,20,24,28,32,36,40,ect so u will get one at level 36
