Blackwater Priest Shop
I used to be able to talk to the Blackwater Priest and purchase stuff from him when I finished the quests there but I cant get it to happen.

Of course not. I did the blackwater missions and sided with blackwater. The priest is still trying to figure out "spilled something" and it wont give me the dialog chioce to help him. I can access the other vendors in blackwater.

the bwm priest which gives you the kazul quest won't sell anything at all if I remember correctly. you can buy items at the first two levels in bwm, the third lvl has no shop.
