Unable to get the ladder fixed and start "Climbing up is forbidden"

Hello,
I'm a relatively old AT player.
I've usually sided with either BW or Primm earlier. But in this playthrough, I didn't side with either. Both quests Clouded Intent and the Agent And The Beast are completed, with both Harlenn and Guthbeard alive.
I've completed all of Lodar related quests, defeated the Hirazinn, unlocked the bed at Primm.
However, the ladder that is required to start Climbing Up Is Forbidden isn't getting fixed at all.

Have I broken it? Can I not start the quest to get access to the Elm mine?

I think the quest "Lights in the dark" must be done before you could get on.
Have you visited Harlenn's back room?

Please ignore my previous post. Yes, I found out just now that you can visit the BW back room even if you haven't sided with either of them. The guard let's you in. Thanks!
Also, you don't need to complete lights in the dark, just start it. Lights in the dark is started now and the ladder is also fixed.

Hey man, since you're here, I'm asking an off topic question.
My character is a monk with the stars and skills as shown in the pictures.

What is a good place to grind for XP right now?
Sullengrad is too tough right now due to the forest serpents.
Haunted forest is doable but those mobs also hit very hard.
Elm and Charwood don't seem to be very viable from a XP gain perspective.
What would you suggest?

Are you sure you need to grind for XP? It's more interesting to level up with qiests.
Which quests do you have done already?

I've finished all of Lodar's quests, all of Primm and BW quests, almost all of Stoutford's quests except the ones that need you to go to Remgrad, in the thieves guild, I'm currently at the Sullengrad/Defy questline, but haven't reached Sullengrad yet.
What I've not completed is rather the Remgrad quests, Sullengrad quests, theives guild quests after defeating Crackshot and also none of the new quests added in the newer updates like the Random ones and all.
I'm thinking of going and doing all the Remgrad related quests before going to Sullengrad now.
What quests/progression will you suggest?
Also off topic, I'm a programmer myself. I'm okayish with Java/Kotlin and have also done some digital art here and there as a hobby.
Can I contribute to this project in some way? What are the areas of the game that would benefit the most from contributions?

Remgard was my thought too. It will bring many XP without simple grinding.

There is much to do in Remgard. And on the way there or back. You can start some stuff in Stoutford though that you then need to go to Remgard for, so make sure you have that done before heading north.
