A Ruthless Crackshot issue

Hello, long time player here. I have begun A Ruthless Crackshot on this playthrough at level 61 and I can not for the life of me find the second guard to talk to. Where is the barricade with the guard? One guard at the crossroads guardhouse said a patrol was sent south and I swear I've spend hours looking for the next step. Any help is appreciated.
