How to get this new hammer?

So, afterbrowsing through Reizy's site which has been updated to v.0.8.8, there is new stuff. So,
in what quest would Zeccharia handing out the hammer Feygard's Might? I don't see he is involved in any quest other than the one where we go find his stolen merchandise from lost traveler.

You need to complete "Wanted Men" having made certain choices and paid attention to the details. Maybe you did the former and can get lucky right now and go see the weapon smith in Sullengard

Ah, ok. I haven't dond that quest. Still stuck with the rat quest.
