Gosh! I think I have encountered a bug. No matter what I do, I just cannot encounter Emmeline. I have tried multiple dialogues with the witch and have gone to the back of the witch's house but to no avail. Please tell me what exactly to do or click in order to have that outcome.

I have left her alive and there is still no Emmeline despite resting twice and coming back to the hut.

Sleeping/resting doesn't do it. You need to wait 72 rounds. 12 minutes.

The idea here is that you walk away and go do something else and you come by through those maps and just by chance you find out that Emmeline is alive.

The water is called the Sutdover River and the fisher woman's name is Isobel

No idea about Isobel at the moment. By the way I have scoured the blighted zombie cave to the east of Charwood to get the tonics of blood asked by Emmeline since the cave to the east of the witch hut and the one near Sullengard aren't allowing me to get in. Where exactly do I need to go to get the tonics of blood?
