I found in the directory that the only way to obtain the blade of the protection is in a mission, but I couldn't find the mission, what is the mission?

That is a reward for the "last" quest to date. "Another Ruthless Crackshot". And just to make sure that you are aware, that is not a weapon, it's a shield. A parrying weapon

Thieves Guild. But only very late into the current content

Like, is there a way to do the Thieves Guild missions, but as a spy for the authorities?

You cannot avoid becoming a member of the thieves Guild.
