Amphibian whip

According to ATD, maximum DR that can player have is 23. I currently have DR 22. The only thing I am missing is Amphibian whip that gives that last point for DR. I haven't been in Elm mine with that character yet, but I have been with other 3 and I didn't manage to acquire that item. Can someone give me some hint how to acquire that item?

Yes, but I have not figured out, how to loot those boxes.
According to other threads, the whip is included into the game, but until now not accessible.

I have seen that item in ATD, otherwise I wouldn't have known that the item existed. First container (the one closer to the enterance) is locked. I don't know how to unlock it. Spot near Gutemberg's water is empty.

Yes, as I can see it's not possible to get "Rusted key" to open it now. Looks like a bug.

It shouln't be empty. Still chanse for
Amphibian whip is only 0.4% in this spot(chest)

So it is possible to get whip after all. I assume, if you have already been there it is impossible to get it. The only way to get it is to save before entering this room for the first time, than reload if you don't get it. After 250 tries, I expect to get one. It is an ordinary item, so MF skill won't help.
