On the quest of deliveries my very last one that I need to deliver is to tjure in brimhaven the green goo but I can not find this person? Can someone help me tell me where he's at?

I'm down to my last delivery and it's to the unlucky merchant delivering green goo but I can't find him/her .. any ideas as to where I can find this person
