why doesn't the quick learner skill apply to quests?

is it a bad thing or is it possible to have quick learner a little more useful and apply the bonus to quests too?

You can have different choices but there is nothing to justify different XP points for same outcome.

Better to boost the skill's base percentage which is very low.

why not change it though..? heck you arent even changing it, it just a small addition that improves the skill... and its just not gonna happen because you dont feel like it at the moment?
