On pitchfork - not a bug. meet someone who is linked with the pitchfork for further options. It's a bit vague but keep trying and "take a break" if you fail in your attempts

On jackal - look for a spot inside the forest with a circular open area. There's more than one such spots. Keep venturing inside till you find one.

With one character I have finished the quest without any problem, however on second one I can't find Golden Jackal anywhere. I have checked all the maps multiple times.

Neither one of these are bugs. Maybe the jackal is not where he was the first time?

The pitchfork is in Loneford. You have to do a little bit of "digging" for it

Sure, I did. It activated the Quest - Hunting the Hunter - and the log says I need to find the Golden Jackal.

Reset by taking a rest and enter the forest again. It might spawn now.
