Natural Critical Skill for Characters?

I just thought of this for a minute since most of the time only an item can give the character the capability to perform a critical hit. This kind of thing will be a problem once you are at level 35+ since there are some enemies that can kill you if they landed a critical hit on you in just one hit even with a Lv. 2-3 IF skill. So what is there is a skill like this:
Eagle Eye
Current Level: ?/3
A skill you've awakened and learned from your promotion quest from the thieves guild, a skill that marks your path as an assassin. Allows you to see the weak points of your target
Increases the base critical skill by 1 per skill level
Increases the chances of activating the bleeding skill by 2 percent per skill level
And while we are at it, we also add this skills from a thieves guild promotion quests:
Sneak
Current Level: ?/3
A skill you've awakened and learned from your promotion quest from the thieves guild, a skill that marks your path as a great thief. Allows you to quietly move among your enemies
5% Chance of activating quiet movement (decreases move AP cost by 1) per skill level
1% chance of activating minor speed per skill level
Quick Reflexes
Current Level: ?/1
A skill you've awakened and learned from your promotion quest from the thieves guild. You have been trained to be able to react quickly for any situations during combat allowing you to move quickly against the enemy
Decreases attack AP cost by 1 per skill level
Requires level 2 Combat Speed to level this skill
Now as for the Thieves guild promotion quest, It's likely that there will be a thieves guild hideout either in or around Nor City especially when you consider the relationship between the thieves guild and Temple of Shadow. The promotion quests should only be available once you've finished all the quests from the Fallhaven Thieves Guild, and talking to Umar again after finishing all the quests. To avoid a character having the 3 skills at the same time (which will obviously make them quite OP) why not make it so that they can only get one mission for the corresponding skill?
Eagle eye = Killing an enemy with a high BC(like around 200+)
Sneak Skill = Stealing from some certain influential characters or organization from feygrad
Quick Reflexes = Saving an important client of the thieves guild from an ambush from a feygrad squadron (20-30 enemy targets) south-east of a currently unnamed village south of Nor City or maybe somewhere like that
Anyways this skills could become necessary for dealing with upcoming locations, quests, and enemies
