How does someone break that chain in the building next to the church/ above the cemetery in Fallhaven?

It's part of a quest. 'Immaculate Kidnapping' from Umar in the theives guild. To open it you have to do the quest.

oh no, i could not kidnap her and settled for the jewlery which i brought to umar and didnt get to that contiuation of the quest. is this reversible? i'd be sorry not to use that and see where that leads....

Not reversible. Just like everything else in AT. choices and consequences.
