It is no longer in my active quest log, but is now in my completed quests log. I have no idea what i did to move it or complete it, but it must have been something.

I don't think it's as much a question of a particular level as it is how well traveled you are. And remember that things might seem big and scary to the townsfolk are often insignificant to the worldly adventurer.
