So I just noticed that my character does not have the community cleanup achievement. Both highwaymen I had already killed about 40 times. Are there level or other requirements for this? I remembered having gotten this achievement on another character before.

Only the one south of Fallhaven counts.
The number of times you've killed him is not reliable because there are other NPCs with the same name. In the game, engine counts it by the name

Okay there, each one I killed about 40 times. I believe there are only 2 such entities named highwayman? Still no achievement.
