Every time. I have not seen any exceptions or changes. Stability, though 
3 years later but I met this bug too. Apart from what others described, I noticed when it blurred, the whole game's border (exclude UI) would slightly shrink by a few pixels.
Great game. Hope this bug will be fixed.
