If one does sort the weapons section by DMG% one will see quite a bunch of weapons showing no DMG%.
These include FP, venomous dagger, BW (poisoned) dagger, hunters sword …
With some weapons the generation of that list does not seem to work as intended.

Those are 100%. Which simply means there's no damage modifier

if I have two identical weapons with negative on-hit conditions, let it be fear 5%, does it mean that I have 10% to apply fear on enemy?

No. 5% on each hit for each weapon.

don't understand the last part. didn't I just strike with all that I have and all on-hit effects calculates together at the moment of the hit?
so having two same conditions means effectively having one condition?

Yes and no.
On each attack attempt that's determined to be successful, the attack attributes (AD, actor conditions) of each weapon gets applied on the monster separately.

And since both are apaplied separately, there's this small overlap in both chances where the first weapon already caused fear, the second one can't cause even more fear.
Your average chance will be 5%+(95%*5%)=9,75%
