Stoutford Lizards moving over me?

As in the screenshot, I was surprised to see a lizard at the same location as where I was standing.

This spot is endless source of lizards... and experience. 
Is that a bug or a feature? Or a hidden easter egg? I searched but could not find other threads or questions about these lizards. Wondering if it is a bug, does it happen rarely, happens only to me?

For me they indeed spawned all the time as well, so that is a feature e. The fact that one spawn on top of me, seems unexpected to me.

Spawning on top of you is a bug. That's the only bug.
