As in this quest? Gave him the insect wings.
And he rejected the rats tails as been mentioned through out this thread...

Look, every time you give him an item and he rejects it. Tell him to go away. When he goes away he does go away. Find him in a different spot and he will take what you were previously trying to give him

Good deal, just in the middle of grinding the rat cave!

So I have finished most of the quests in the game but I can't find Halvor ... where should I be looking? Someone said I'm wondering if I've screwed something up by getting so many quests done before I refused him his rat tails.
