First you have to complete or partially complete several quests and talk to people about the thieves guild so you can get into their headquarters. The supplier is in the upper right room in the headquarters. Several quests interact in finding the headquarters. Talk to every person you meet, and then talk to them again after taking any action on a quest, especially if they seem related to that quest.
