Change to Jewel of Fallhaven?

Hear me out before you grab the torches and pitchforks!
As I reckon, the JoF is the only -AP equipment because if any others were added, it would be possible to get your AP cost to 1, and that would be ridiculously overpowered.
So my proposal is this: Remove the -1AP from JoF and make it give an actor condition called "Quick Strikes" that reduces attack cost by 1 AP. Why? Because then Quick Strikes can be added to other equipment - gloves, boots, whatever - allowing us to still get the -1AP while using a different necklace, but because it's an actor condition, it won't stack, so you can't equip hat, boots, gloves, armor, necklace, and 2 rings for -7 AP; you'd get -1 at most.
End result: JoF functions exactly the same, but -AP equipment for other slots can be created without unbalancing the game.

How do you keep the actor condition if you remove the necklace?

You don't keep it if you remove the JoF. What he's suggesting is adding other items (boots, shield, weapon) that could also reduce attack cost by 1. That way, for example, you can use the boots, and then a different necklace (like strike or protector) but still have the reduced attack cost.
+1, I like that idea Necrite!
I've been thinking its too bad there's no necklace that offers -1 AP, but also 1DR, or extra critical hit skill, but your idea is better.

We don't want everything to be an actor condition. Do we?
There still need to be those tough equip choices, changing your equipment based on what area you are in or mobs you are fighting. Sometimes -1DR or +AC is more important than -1AP, at least that is the idea we are trying for.
And of course we could make another piece of equipment that reduces your AP the same way the JoF does without an actor condition and it not stack. We just haven't....yet.

Well, I haven't dug through the code at all, so I only know the workings of the game from what I had observed. The only way I knew for sure to make an effect non-stacking was with an actor condition, which is why I suggested it the way I did. And of course, the reason I wanted that was so that I could suggest the item that I had forgotten to include in the OP:
Boots of Speed
-1 AP cost when attacking
-1 AP cost when moving
However, when I first thought of that item, my next thought was: These boots + JoF + Quickstrike Dagger + 1-2 ranks in Cleave + all other Skill points in Weapon Accuracy and all level ups in Damage. BOOM! Machine Gun of DOOOM.
Granted, you can come CLOSE without the boots, but I figured stacking -AP would be at least a little broken.

Just wait PLZ. ; ) We will definitely create more wearable items in the future. You have probably noticed: The monsters are getting stronger the more far you are away from Crossglen your home town.
So the items will become better as well.
