Side quest: Planting evidence (bonemeal)

There seems to be a lot of recent talk about how Bonemeal potions are illegal, and there could be consequences for using it or the priest could get in trouble, which gave me an idea for a side quest.

It could be started by the Thieves Guild, or the priest who sells the stuff. But basically, it would involve going into someone's home and dropping 5 bonemeal potions somewhere to frame them for using it.

Started by the Thieves Guild:
A new NPC in Remgard (or one who we don't know much about yet) tells us he's a member of the Thieves Guild implanted in the town to keep an eye on things. He's received word from Farrik in their secret lair in Fallhaven that they need some help, and asks if we can go back to see him.

After getting back to Farrik, he explains that the guards are really cracking down on them, and they need something to keep them distracted. Thinking out loud, he mentions it would be great if it looked like one of the guards was involved in something illegal and the scandal would keep them occupied for a while. He's heard rumors that Bonemeal production had started up again in Fallhaven and asks if you can get a hold of some, to plant near the bed of the Guard leader at the inn. You will be required to get 10 bonemeal potions, and then place them under the bed of the guard leader.

Or the same quest could be started by Thoronir (sdevaney mentioned he's more cautious about making them in the next update). He says he's worried because the guards caught someone with a bonemeal potion they bought from him, and he thinks they're close to figuring out who is selling them.
You tell him not to worry about it, and devise a plan to throw them off the trail by planting a few potions under the bed of the guard leader at the inn. Then people will think he was corrupt and selling illegal substances, and by the time he clears his name, the trail leading to Thoronir should be cold.

Does this really make sense? Why would Thoronir be selling bonemeal? Does he have the skills to make it? Probability not.
Does he have the motivation to break the Feyguard law's? Probability not.

The guards seem wary of all the Shadow worshipers, and they know the priests believe in it so it wouldn't be too much of a leap to suspect him. Or it could be he's worried the guy they caught is going to rat him out.

+1 ... looking forward to this side quest in a future update.

honestly i dont care much about siding with the good or dark side. i just want to go around bashing the baddest monsters and collecting cool items/equipments. that said, some mischiefs along the way would be welcome :D

Mischief is always welcome, my sword is always ready.

This quest would be a fun way to make yet another choice a player would have to deal with.

Idea:
after you help return the book to Erinith, he asks you to bring him potions to help heal him. Maybe forcing him to use a Bonemeal potion could uspet him or maybe you end up getting him in trouble and he doesn't seem so helpful later on or doesn't give you something for another quest.

Maybe Jolnar in vilegard hears about how you set someone up for having bonemeal potions and so she asks for a bunch on really expencive potions instead of Bonemeal potions.
just a few ideas.
