upgrade gear npc

In the last update there was mention of an npc to upgrade weapons or gears? Where can i find it and what is it for?

I found him again after the rude guy gave me a quest. But he seems to have a poor selection of items he can upgrade. My thought would be maybe adding xxx of an item could improve a type of item a certain way.

..poor :shock: .. :lol: IMO two of the items are really good ones
it debents on your build of cource, but Remgard chain mail (AC-7, BC 25) and Remgard combat shield (AC-3, BC 11, DR 1) are really good ones...

I use the Remgard shield on my newest build for the DR.

I was able to upgrade the shield, but where does one get the chain mail that can be upgraded?
