Could it be that you have not been much further than Fallhaven?
It is some way out of Fallhaven, and you need to be a bit stronger than just after game start...

How to get this quest 'immaculate kidnapping' actually? I did two thief's guild quests long time ago, 1 for troublemaker, one rgd. this prison guardian in fallhaven. When talking to Umar now, I don't get any trigger for this Immaculate kidnapping quest, so any tips greatly appreciated.
