Jolnor in the Vilegard Chapel suggests helping three people (Jolnor & two other villagers) to gain the entire town's trust. Koari & Wrye can be found in their homes on the north side of town. Once all three quests are finished, this quest resolves.
Kaori's Errands
Kaori needs 10 bonemeal. Disallowed substances must be finished.
Uncertain Cause
Wyre's son Rincel is missing. You must find a cave / underground passage to uncover the truth. It is on the path back to Fallhaven, hidden in the trees on the northern side of the path. Question the man on the other side of the cave-passage until you find out what happened to the missing boy.
Spies in the Foam
The guard outside The Foaming Flask must be dealt with.
Speak with Jolnor in Vileguard, he will give you a series of quests to finish
All you have to do is convince the guard to leave his shift by any means possible (and yes you can kill him if you so wish)

I don't know. I bought 5 bonemeal before walking to vilegard, and I use 1 bonemeal to heal my HP
then after I talk to kaori, she only took 1 bonemeal from me and left me 3 bonemeal
