The first time I heard that was on the TV show "30 Rock" last Thursday. They acted like it was an every 4-year tradition, and even had a fake movie similar to The Santa Clause but with the Leap Year guy. You can probably find the episode on Hulu.

I was taught it was called that since I was young.
