Look at your quest log. If you don't see a message telling you that the quest is not completeable then you still have some work to do.
If you see that message then your question is answered.

The last skeleton I need to kill of Lord Erwyn's army is by general Lutarc, but on the cliff level I can't access. I've checked everywhere for a ladder or vine, but can't figure out how to get to him. Anyone else have this problem or any suggestions?

Going off of memory, so could be wrong.

Spent HOURS trying to get to that one, it's not the one you need, look around.

No, it's a bug in the current release. You could reach this skeleton much later from the other side. Or you wait for the next release, which will fix it.
