Additional "Random" characters outside like "Highwayman"

I particularly enjoy running into Highwayman but of course knowing exactly where he is and having killed him for the 1000th time has taken away from the intrigue.
I would suggest more characters of this type of varying roles, strength, and randomly located (within reason). Obviously Highwayman is too powerful to float around the original city.
it would also be interesting to run into characters travelling from city to city. Could be an interesting way to develop the plot as well.

This has been suggested before. I really like the idea. They should be really hard but give massive treasure drops, lets say perhaps random helmet, boots, weapons, potions and gold.
Bushwacker/ranger.
HP:75+/- AD: 25-35 AC: 4
There should be an option to pay them off or they could just be avoided by the weaker adventurer

Obviously the original highway man needs to stay as he is, but what about new ones that have random stats. Some really hard and others not so hard. Have the bribe random as well. A larger bribe not necessarily. Meaning he is hard, nor a cheap bribe meaning he is easy. He could be coded to drop anything . The chance to find an exciting item would be a gamble. Such as one might bribe the one who had the greatest item and lose out. The opposite couldg happen if one chose to fight instead.
Opinions?
Also random merchants roaming the lands. May or may have something you need or want. Always random items. Food, potions, possible weapon or armour not found anywhere else. Yes, this might mean a player

It would be funny if these characters were able to take an item from you when losing the challenge.
Highwayman takes your quickstrike dagger LOL
