Prim Again

I recently decided to start over, mainly to take advantage of Increased Fortitude and to stave off the boredom of grinding while waiting for the next release.
I'm about to tackle Blackwater Mountain and am thinking about siding with Prim, (I sided with Blackwater last time). What I don't recall ever reading, though, is whether siding with Prim opens up access to the closed mine. I'm dying of curiosity to know what's in there.
My apologies if this has been answered, but I couldn't find it. Thanks!

The mine is still closed no matter what you do.

Try giving the man in the mine a 12 pack of mead instead of milk and maybe he will let you in.

So I need to go in that mine with the milk? Do you have to do that before you side with BW? I still don't ever remember doing that.

It is how you get to use the bed in the inn in Prim, which you can do even if you side with Blackwater Mountain. You must not have been talking to everybody, everywhere, if you did not find this the first time. (Or maybe you just decided that you were not crawling through the dark mine, and going all the way back to Fallhaven or beyond to get the milk.)

I have a Prim question: What's with the guy under house arrest? He's in the house between the Bjorgur dagger dude and the guy who wants the Bjorgur dagger, with the clothesline out front.
