Can I still get this achievement if I have done certain things with a certain NPC ?

Put another way, can my previous actions bar me from getting this achievement?

(I'm atop BWM @ present, so just looking to avoid a long journey if it is unobtainable..)

BTW, you can still get this achievement, if and only, if you didn't perform one of the Brimhaven's quest namely:

Going back to Much Water, is there a way to do swimming lessons after completion of Much Watet? I have paid to have the dam repaired and paid again to have it destroyed, but so fat nothing has happened.

Then this is my one complaint to the developers. You have added a quest that can't be completed because it needed to be completed in the past. I am currently level 72. Would hate to have to start over again.

The things in the book of achievements are single achievements, not steps one quest (although we use the technic of a quest).
It will never be completed.
It is thought more as a set of little things or Easter eggs. Some are easy to find, some are almost Impossible. Or you just have one chance at a certain time. That's life.
