When you forged the sword, your blood and your soul went into it. That sword is part of what you are. That sword, in essence, is you, and you are that sword. So, you get a boost to your base stats when you are healthy, but as you get tired, the sword tires along with you, dragging you down even more, until you are weaker than you would be without the sword, as the sword reflects your own tiredness.
That sounds pretty cool. I think we need more ways to boost or reduce the actual percent of our stats instead of a flat increase/decrease. And if that confuses anyone, then it's a good intro for them to learn how percentages work, so they can play and learn.

Sense this weapon would need your blood to make the weapon then.wouldn't you have to forge the weapon and if so new skill?

Not necessarily... you could create it with the help of an NPC (Maybe the NPC does most of the heavy lifting for you). It could even be written that you have to make a blood sacrifice in order for the NPC to build you the weapon, the amount of blood needed could be so much that you pass out during the time the NPC is working on it.

Oooh!

Or maybe you suffer a horrible status effect while having to fetch the last item needed for the weapon (from the blood sacrifice)

Massive Blood Loss: (Blood Disorder)
Lowers your AC by 50%
Lowers your AD by 15
Lowers your BC by 20%
-You are unable to land critical hits at all

Npc: "Wow you can barely move, are you sure you can get that item?"
Player: "Nothing will stop me, especially a little blood loss. I will return shortly with what you need."
