I've made it to Sullengard a few times in the early/mid 40s (even playing in permadeath mode). You can't hack your way in at that level, so be ready to do a lot of dodging and hit-and-run, and when forced to fight, keep a line of retreat open.

Level 3 of the Evasion skill makes a huge difference (nearby swarms are much less likely to attack), but I've done it both with and without.
