Actually, I think BW Set is overpowered when combined with weapon and light armor proficiencies, plus Dual Wield. It gives you all the AC and BC you need, so you can put every level upgrade into AD, and be able to do high damage on a medium level already (lvl 30~50).
I did create a character that I did put every level upgrade into AD. When it did reach level 30, I did get Dual Wield maxed, sword prof to 3/3 and light armor to 2/3, then put BW set... I was strong enough to kill Hira'zinn without much trouble.

That's an interesting take on it. I have always thought of it as underpowered, especially the BW ring of combat. But I guess I have only looked at it as a possibility fairly early on in the game, before you get the proficiency skills. At some point I want to add BW boots, although you will not be able to get them at BWM. Which BW weapon do you play with?

Is it possible to get into a situation where you can't help either, because I think I have. Both settlement leader don't want to talk to me.

Yes. If you are trying hard not to kill anyone, then you end up being trusted by no one.

And if you end up in that situation, there is another quest that you can't start.

Prim settlement, I don't think I had any other choice where I had saved it from. All done now, nearly at level 28 again.
