Maybe the feygard government banned bonemeal because it was cheap and very powerful for healing, lord Geomyr felt it was a financial loss.
That's where players will think about using it or not.

Is that the reason that Lord Geomyr gives, or is there a different in-universe official reason for the bonemeal prohibition?
And is there an official or specific reason why Lord Geomyr opposes the Shadow? As far as I recall, he does not support Elythara either.

I know there is a counter that shows how many BMP that your character has used but as far as there being consequences having use/possessed them I think that you should be able to use them freely without Feygard wanting to throw you in a dungeon cell unless you were to get caught with them. Otherwise, you and only you would know that you'd ever consumed them. Only problem with that is it's too easy for someone to just revert back to their previously saved game if the feygard patrol were to ever catch them. I think there should be some kind of side effect that wasn't entirely known by most but maybe you start to age at an accelerated rate or maybe the consumer have some distinct feature or characteristic that makes them stick out from the rest. ...idk just spit balling lol

Bonemeal could change you over time if you use it too much, just like The Ring changed Gollum (and Frodo, to a lesser extent).
