I don't think Dr. Who is the best muse for a heroic-fantasy game

IMO Wigipedia is reliable if compared to any other easily available information. Becauce there are lots of people who likes to ensure that information here is right...

Really? A lot of Dr Who episodes go like this:
1) You walk into a new seemingly peaceful town.
2) After talking to the villagers you find out it's not as peaceful as you thought
3) You decide to help them and hunt down [Bad Guy] or the missing item [Plot Generating device]
4) After a long and dangerous journey you return to the town and they all thank you (even reward you)
5) Off to the next adventure...
Sounds like a basic layout for a quest to me.
