... That's right I forgot about the dagger which had only 3AP, maybe combining it to the JoF deletes the -1ap and just get rid of the misery. Maybe to higher the requirements for the JoBW make one of the guy in the quest really tough so only around lvl 20-30 could get it.

Yeah, and maybe have a second quest achievable with higher level character that removes the remainder?

My personal opinion on this is to make the Jewel eligable for one item only the blackwater sword because it's an item any player can obtain even if you sided with prim,the AP 4 with the misery condition off -1 (AP 3)will give you 3 or 4 hits unlike the blackwater dagger could give you 5 hits which some players might find a touch overpowering even 6 with combat + 2,so why not have it as once you obtained the Jewel its fashioned to sit in the blade of the sword only
