It's sold by Seraphina in the sutdover bridge according to the directory, in which I have been spending the last hour trying different ways and timing to interact with him (after or before the bridge is repaired, with or without giving him a thousand gold) without any luck.

First off, the NPC is a she.
Secondly, she won't just offer to you upon you meeting. You need to prove yourself to her. Keeping in mind, she's one of the strongest personalities in the game.
